Bernita Gladys Snyder Loucks, age 102, passed away peacefully in Rapid City on June 7, 2026, surrounded by the love of her family and friends.

Bernita was a woman of remarkable independence, determination, and compassion. Long before it was common for women to pursue leadership roles in public life, she distinguished herself as an athlete, community leader, and elected official. She approached life with courage and conviction, never hesitating to chart her own course when she believed it was the right one. Through her service and example, she helped open doors for future generations of female leaders. Guided by a deep sense of justice and concern for others, she was especially devoted to helping those who were vulnerable, overlooked, or in need.

Bernita was born on February 23, 1924, at St. Luke's Hospital in Aberdeen, South Dakota to Donald and Pearl Snyder. At the age of two, she moved with her family to Hecla, South Dakota, where she was raised and graduated from Hecla High School in 1942. During her school years, she was exceptionally active and accomplished, setting school records in activities and earning numerous school athletic letters. She participated in sports, band, orchestra, glee club, small ensemble, newspaper, library, speech, cheerleading, trumpet solos, and dance band.

Following graduation, Bernita answered her nation's call to service during World War II. She received training by the United States Signal Corps. She attended Radio School in Aberdeen, SD, earning certifications in radio training and equipment maintenance. Bernita later moved to Long Beach, California, where she worked for Douglas Aircraft, contributing to the production of C-47 aircraft that supported the war effort.

After the war, Bernita returned to South Dakota and continued her education at Black Hills Teachers College, the Huron School of Business, and Northern State University, where she earned her teaching certification. She began her teaching career in elementary education in Casper, Wyoming, before returning to Hecla, South Dakota.

It was in Hecla that Bernita met the love of her life, John T. Loucks. The couple was married on June 25, 1948, in Hecla, SD, and began a partnership that would span 61 years. In 1950, they relocated to Rapid City, South Dakota, where they established their home and became active members of the community.

Bernita and John were blessed with two children, Karmen Mary Loucks, born in 1954, and J. Kevin Loucks, born in 1960. Close family members also included Mary Loucks, Dr. Phyllis Dixon and her family.

Throughout her life, Bernita was dedicated to education, service, faith, and community involvement. In Rapid City, she worked as a substitute teacher and held positions with the First National Bank of the Black Hills and later Wells Fargo. She was a broker at Raben Real Estate for about 25 years.

A faithful member of First Presbyterian Church, Bernita taught Sunday school and youth classes, sang in the adult choir, served as an elder, and held numerous leadership positions within the church. Her faith was a guiding force throughout her life. Beyond her church service, Bernita devoted countless hours to civic and community organizations. She was active in the PTA, Extension Club, Federated Women's Club, Optimist Club, and other service organizations.

She served on the Rapid City City Council during the aftermath and recovery of the 1972 flood, helped manage race relations during intense social conflict with AIM activists, and chaired the Parks & Recreation, Public Works, and Legal & Finance committees. She also served as president of the South Dakota Municipal League, chaired the Legislative Local Government Study Commission, and served on the South Dakota Water Management Board. In recognition of her many contributions to public service, Governor Dennis Daugaard proclaimed May 2, 2012, as Bernita Loucks Day in South Dakota. She was the second woman to run for mayor of Rapid City and one of the first women to serve on the City Council.

Bernita was respected for her dedication, strong work ethic, and unwavering commitment to helping others. Whether teaching children, serving her church, supporting civic organizations, or caring for her family, she left a lasting impact on all who knew her.

Her greatest joy came from her family, her faith, and a lifetime of service to her community. Her legacy lives on not only in the offices she held and the organizations she served, but in the countless lives she touched through her kindness, advocacy, and example.

Bernita is survived by her children, Karmen M. Loucks Miller and J. Kevin Loucks (Diana Kuehn Loucks); grandchildren Shae Loucks VonAllmen (Edward VonAllmen), Kiara Loucks (Christian Rumbaugh), and Aaron Loucks; and many extended family members (Dr. David Dixon and family) and friends.

She was preceded in death by her beloved husband, John T. Loucks, her parents, and other family members (Mary Loucks, Dr. Phyllis Dixon) who welcomed her into eternal rest.
