Elsie Rowland, 85, of Rapid City, died on Monday, March 11, 2019, at Rapid City Regional Hospice House.

She was born on February 8, 1934, in Roanoke, Virginia to Oscar and Elsie (Harrison) Blackwell.

Survivors include her husband, Joseph Rowland, of Rapid City; her children, Carrie (Ross Sessions) Cisle, of Rapid City; Joe (Kathy) Rowland, of Lecanto, Florida and Cindy (Rod) Pappel, of Rapid City; 3 grandsons, Brogan Pappel, Josh Pappel and Alex (Jordyn) Pappel and a great granddaughter, Riley Mae Pappel.

She was preceded in death by her parents, 2 brothers, Bob and Oscar Blackwell and 2 sisters, Virginia Carter and Ruth Myrick.

A celebration of her life will be held at 11:00 a.m. on Friday, March 22, at Westminster Presbyterian Church.
