Rapid City - Treva Oakland, 79, died Wednesday, June 03, 2015 at the Rapid City Regional Hospital. Treva Lynn Baltzer was born September 28, 1935 at Tripp, South Dakota to August W. and Faye A. Baltzer. She grew up on a farm in this area and attended school here, graduating from Tripp High School. She then attended college at South Dakota State College (SDSU) in Brookings and later worked in Sioux Falls, Sioux City and then moved to Washington DC where she worked for the US Navy Department. She married Richard Harold Oakland on January 18, 1957 in Washington DC. After their son, Kevin was born, she remained at home until 1961 at which time she went to work for the law firm of McKenna & Cuneo, one of the top 10 law firms in the United States. After 32 years of service with the law firm she and her husband retired in 1993 and moved to Rapid City. Richard was a US Navy veteran. He was also a photo journalist and covered the White House and Capitol Hill starting back with U.S. President Harry Truman up till Richard retired and he also interviewed scores of leading politicians at the local, national, and international level. He also was on the original committee formed by US President Dwight D. Eisenhower to carry out the sister city concept around the world. He retired in July of 1993 from that committee as the Associate Director of Sister Cities International. Treva attended most of the events and conferences and conventions that her husband was involved with. Treva is survived by her son Kevin B. Oakland of Rapid City and one grandson Paxstan Michael Hawkins of Rapid City. She was preceded in death by her parents, husband, and one sister Mavis Friederich and brother-in-law Gilbert M. Friederich. Visitation will be from 4-6 pm Monday, June 8, 2015 at Osheim & Schmidt Funeral Home, 2700 Jackson Boulevard. Graveside services will be 10:00 am Tuesday, June 9 with Chaplain [Ret.] Herb B. Cleveland officiating at Mt. View Cemetery, Rapid City. Everyone is asked to meet at the funeral home by 9:30 am.
