RAPID CITY- Willard John Foley passed away peacefully and went to be with his Savior Jesus Christ April 8, 2014. His last words were, "The best is yet to come." He was born August 6, 1936 in Rapid City, S.D. to Matt and Signa (Erickson) Foley. After Willard graduated from Rapid City High School in 1954 he decided to see the world so he joined the U.S. Navy. Willard remained in the Navy for three years, serving aboard the U.S.S. Los Angeles as a fire control technician. Willard married Sally Ann Stubsten January 2, 1959 and they made their home in Rapid City where they raised their four children. Willard joined the Rapid City police department in 1959 and worked for the department until 1965. In 1965 he became a Court Services Officer for the 7th Circuit Court in Rapid City. Willard eventually became Chief Court Services Officer and remained with the Court Services Office until his retirement in 1998. During that period Willard graduated from Black Hills University with a Bachelor's degree in Sociology. Willard had many interests including fishing, baseball and working in his yard. He loved taking his grandkids for picnics in the woods that surrounded his house. He was a life member of the Elks Club, a Life Member of The Veterans of Foreign Wars and a member of the American Legion. He accepted Jesus Christ as his Lord and Savior and was an active member of Trinity Lutheran Church where he served as a Sunday school teacher, an usher and a Board member over the years. Willard was preceded in death by his parents, Matt and Signa, his wife, Sally in 2005, his brother Clifford, his sister Florence Robbins and his grandson Adam. Willard is survived by his daughter Ranae (Bob) Truman, his son Bret, his son Brad (Julie) and his daughter Robin (Steve) Coyle. He is also survived by seven granddaughters, two grandsons and six great grandchildren. Survivors also include Willard's sister Francis Prestjohn, his brother Donald, his sister Ruth Plouffe and numerous nieces and nephews. Visitation will be from 5:00-7:00 p.m. on Thursday, April 10, at Osheim & Schmidt Funeral Home. Services will be at 11:00 a.m. on Friday, April 11, at Trinity Lutheran Church, 402 Kansas City Street, with Rev. LeRoy Flagstad officiating. Interment will follow at Black Hills National Cemetery at 1 p.m. will military honors rendered by the Rushmore VFW Post 1273 and the South Dakota Army National Guard.
